It is the year 2423. The destruction of the Romulan system has left one of the Federation's oldest enemies in disarray and pleading with Starfleet for protection. In the wake of the destructive Dominion War, the Breen have retreated to antagonizing the First Federation, leaving the Tzenkethi free to prey on Cardassian territories. Klingon ambitions in that region, and in Romulan space, have led to the rupture of the Khitomer Accords, as the Federation desperately attempts to preserve peace in the Alpha Quadrant. But the Klingons' push against its powerful foes has provoked aggression from an unexpected quadrant, for two long-quiet powers on the Federation's distant border have been gathering their strength, and with Birds-of-Prey cutting the Federation neatly in two in their haste to reach Cardassia, they can now mobilize against the remnants of Starfleet, separated from Core worlds. The Tholians spread slowly but surely, while the Gorn lash out at Federation and Klingon alike. With ripe territories awaiting and enemies drawing nearer, the Klingons have made a decisive preemptive strike towards the heart of the Federation, occupying Deneva and the valuable - and historically contested - Tellun system, leaving a line of detente bordering Risa and casting a martial pall over the pleasure planet. Starfleet is at its limits. Two dubious powers as protectorates, enemies old and new pushing back at the Federation's borders, and isolated from any form of aid, they require a new flagship: the prototype of the USS Foundation, a new class of ship to negotiate, peacekeep and battle at the front. This vessel and its new technologies are being developed close to home, at Utopia Planitia, and its command crew vetted, confirmed and guarded across the Core worlds of the Federation. Though spies, saboteurs and assassins are a very real concern, the Federation understands the need to play this close to the chest, pulling all resources into the center to complete the Foundation, their last hope. Meanwhile, in the Beta Quadrant, the rift created by the destruction of Romulus has formed a corridor through which Federation vessels have been authorized to fly for the first time, passing beyond the formidable twin barriers of the Romulan and Klingon Empires to truly enter the Beta Quadrant for the first time. The crew of the USS ''Discovery'' have been assigned, along with three other ships containing nonessential personnel, to a two-year exploratory mission in the region deep beyond the far borders of Klingon and Romulan space.
