The party stays in a small city named Ivalice, that has been on the edge of war for a few years now. With who? Everyone. Your city is on the outskirts of many others that have many different leaders, each waiting for war. The only reason no one has started is because, with seven rulings so close together, a war will be suicide. Your city seems to be the least likely to be targeted.
