Hunter Command

2nd Reconnaissance has suggested that above the supposed "Inner Circle," there is a powerful commander leading the coordinated Maverick attacks. Evidence so far has been tenuous at best, though trackers have reported a massive Maverick-led development of a major battle weapon which would require the compatible control of a single powerful Reploid. One such tracker was apparently felled by a Beam Sabre, possibly discrediting these rumors. The "Inner Circle" appears to organize and operate the coordinated Mavericks on a level sufficient to suggest no overarching leader, though some recent discoveries on various raids do hint at a well-informed, complex and sinister intellect preparing to deal a massive blow to Hunter Command.
