The Hunters of the Stag had a theocratic society for a short period of time, immediately following their merge with the Church of Horjin. All Hunters were considered to be agents of Horjin, the Earth-Mother, and (to a lesser extent) the Sky-Father and Moon-Sister. However, the theocratic society involved caused rifts in the newly-created Hunters, partially due to their failure to decide who was in charge. The Priests of Horjin, believing that they were put in their place by the Earth-Mother to guide the more martial Rangers, debated that they were to be in charge. Meanwhile, the Rangers argued that they were more closely following the paths of Horjin and the Earth-Mother, and as such were more in-tune with the spirit-world and the Earth-Mother's desires. It was Torat and Penryn who eventually came up with the Triat Compromise, which created the Triat and solved the issue: the leader of the Priests of Horjin would become the Aurajinrale, while the leader of the Rangers would become the First. Both would be arbited by the High Priest, an impartial party dedicated to the proliferation of the Hunter's way of life. The first Aurajinrale was Torat, one of the creators of the Triat Compromise. Strangely, the original First was not Penryn, as many thought it should be for his work on the Compromise: he turned it down, instead offering it to Rutaus, who accepted. And it was unanimously decided that the first High Priest should be Sagittarius himself. Sagittarius' first act as the High Priest was to create the Pentat, which in essence modified the Triat from three people to five. It expanded to include the Guardian and the Armorer, and Sagittarius respectively installed Segovia and Penryn into the new positions. More recently, the governing structure of the Hunters of the Stag can be more accurately described as a tribalist society.
