He was instrumental in strengthening the Knightly Orders during the second Archadian War and has moved to increase the military power of the kingdom ever since, regaining political favor by single-handedly forming the '''Federalist''' bloc. Incredibly cunning, but also manipulative, opportunistic and vicious, Gallis is obsessed with wealth and control. He also desires to disperse the power of the monarchy, and has made overtures to the Patricians. Gallis runs the highest single provincial tax in Ivalice, and is said to own at least 1/3rd of the legal seagoing vessels in the kingdom (though rumors place the number at closer to 1/2 of ''all'' seagoing vessels in the kingdom).
