Your character's beauty is a special modifier that can be applied in some (but not all!) situations. In general, it ''doesn't'' applies in combat, ''half'' applies to out-of-combat Charisma-related checks, and ''fully'' applies any time you're using a rule from this section that doesn't specify otherwise.
