Dragons and goblins are a constant source of problems for the local administration, which is generally much more open about its affairs than the Stone Lair's various patriarchies are. There is very little crime here, mostly because there is nothing to steal. It is understood that trade is the lifeblood of the Tail, and all efforts that do not go towards fighting off monsters from the south go into securing trade routes, scouting for new trade routes, arranging more trade, reclaiming lost supplies, and more trade-related things.

Kobolds have a peculiar relationship with their gods. Unlike almost all the gods of the other races, kobold gods are very often not kobolds at all - some of their greatest gods are dragons, undead, and oddly enough, gnomes. Because of this eclectic mix of races, kobold gods rarely participate in day to day events in the Lair and the Tail. The greatest god of the kobolds is a three-headed green dragon named Gorynich, who is said to be older than time itself. Its portfolios are Time and Sky. It is not known if Gorynich knows he is worshipped as a god, and in fact the Matron herself is said to discourage this sort of behaviour, saying that kobolds are the equals, not servants, of the dragons. Of course, the Matron is herself a goddess, possessing the domain of Secrecy.

The other two major kobold gods are much more approachable. The ghost of an ancient kobold whose name has been lost to time is known to wander the countryside, dispensing sage wisdom and smiting the unworthy. How much of this is true and how much is perpetrated by his cult, the Children of the Spirit, is not really known, but either way his legend has only grown in recent times. He holds sway over the portfolio of Legacy. The final major god, Tomerick ,is a bit of an oddity. He is the gnome that brokered the first trade agreement between the five other major races, and lives the life of an average (if extremely wealthy) citizen in countless estates scattered throughout the world. Only the kobolds worship him, however, and in deference he wears a half-mask of a kobold snout and a suit with a mock tail fashionably integrated into the cut. Tomerick is the god of Commerce.
