A tag, after all modifiers are applied, should ''never'' be free or end up giving you value the opposite of it's norm. That is, a Buff should never give you character points, and Nerf should never cost you character points. If it is, you need to remove or add modifiers until it isn't. Certain tags, in their text, will state that they can ignore this limitation, and Mixed Tags can go either way.
